Documented in an article from the AFP, he let loose with the following comments while speaking in front of the Institute for Strategic Studies:
?The UN must steer the process. More importantly, the UN must be at the heart of the reconstruction and administration of Iraq. . . The legitimacy of our action depends on it?

The story goes on to say:
